Dr. Krueger graduated from Harvard Medical School in1977; he is board
certified in Internal Medicine (1980), Psychiatry (1984), and has received
added qualifications in Forensic Psychiatry (1996) and Addiction Psychiatry
(1997). He currently is an Associate Clinical Professor of Psychiatry
in the Department of Psychiatry, Columbia University, College of Physicians
and Surgeons; he is the Medical Director of the Sexual Behavior Clinic,
New York State Psychiatric Institute; and he is an attending psychiatrist
at Columbia-Presbyterian Medical Center and at New York State Psychiatric
Institute. He currently is active in the teaching of Columbia medical
students and psychiatric residents and is on the faculty of the Columbia-Cornell
Fellowship in Psychiatry and the Law.He is a member of the American Academy
of Psychiatry and the Law, the International Academy of Sex Research,
the Society for Behavioral Neuroendocrinology and the Association for
the Treatment of Sexual Abusers.He has published in the areas of biological
psychiatry and paraphilias.
Paraphilias & Sexual Offenders
Experience
SInce 1985, Dr. Krueger has held expertise in the diagnosis, treatment, risk assessment, and risk management of sex offenders and of individuals with paraphilias. He is Medical Director for the Sexual Behavior Clinic at New York State Psychiatric Institute, a clinic which has been a pioneer in this field. He consults for the New York State Office of Mental Health, educating personnel in the diagnosis, management, and treatment of sex offenders and performing diagnostic and risk assessments and formulating treatment plans for high-risk and other sex offenders.
Past experience includes 4 years as a consultant to the Sexual Treatment Center in Bridgewater, Massachusetts, a well-known institution in this area, where he evaluated and treated sexual offenders. He had a 1 year contract with the United States Department of Probation, Southern District of New York, for the evaluation and treatment of sexual offenders on their caseload.
Services
Evaluations may be useful for cases involving the civil commitment of sexual offenders, in certain child custody cases, or in cases wherein individuals have been charged with sexual offenses. These evaluations are generally used for clinical or legal purposes, to assess risk, to plan for risk management and to offer treatment planning.
Dr. Krueger has performed numerous comprehensive sexual offender evaluations for judges as well as prosecution and defense attorneys.
Evaluations consist of the following:
- Review of all available documents, including arrest reports, victim's statements, court records, pre-sentence evaluations, mental health records, and any other information which might be relevant
- A comprehensive psychiatric interview
- Psychological testing, personality testing, sexual behavior and fantasy testing, sex offender specific testing, and drug testing (as might be necessary)
- Objective testing of sexual interest or arousal patterns, including plethysmography, viewing time assessment, polygraphy, and/or the Abel Assessment (as might be indicated)
- A comprehensive report issued to the referring source
Hypersexual Disorders
Experience
Since 1985, Dr. Krueger has assessed and treated individuals with hypersexual disorders, including compulsive computer usage involving acquisition of pornography or cybersex, compulsive masturbation, protracted promiscuity, pornography, and telephone sex dependence.
Services
Include a thorough clinical assessment, consultation with attorneys if legal
charges are involved, and development and implementation of an appropriate
treatment plan, including group treatment, individual treatment, and
psychopharmacological treatment using antiandrogen or antidepressant
medication, as might be indicated.
Professional Sexual Misconduct
Experience
Dr. Krueger has over 12 years of experience in the assessment and treatment of professionals, including physicians, priests, rabbis and other clergy, and attorneys accused of or involved with sexual misconduct. He is a consultant to the New York State Office of Professional Medical Conduct and to the Board of Registration in Medicine of the State of New Jersey and follows physicians as a treatment and program monitor. He has consulted to Columbia University on student sexual misconduct policies. He has an ongoing program for the treatment of professionals involved with sexual misconduct. He is also Medical Director of the Sexual Behavior Clinic at New York State Psychiatric Institute where he regularly evaluates sex offenders for the New York State Office of Mental Health.
Services
Dr. Krueger offers a comprehensive assesment of individuals accused
of or involved with sexual misconduct.
An assessment consists of the following:
- A comprehensive psychiatric interview from Dr. Krueger
- Interviews with relatives (or other individuals) as might be appropriate
- A battery of psychological and psychosexual tests
- Psychophysiologic testing, if indicated, including polygraphy, plethysmography, and viewing time assessment
- Review of all relevant documents, including therapy records, victim statements, licensing board documents
- Thorough evaluation of contributors to loss of control, such as alcohol and substance abuse, stress, underlying personality disorders, paraphilias, or other conditions
- Development of specific monitoring and treatment plans needed for the safe continuation of professional practice or the formulation of the opinion that further practice is contraindicated
Experience
Since 1985, Dr. Krueger has consulted in forensic psychiatry,
working with both defense and prosecution attorneys as well as judges.
Evaluations have involved criminal responsibility, competency, malingering,
and capital cases. Dr. Krueger has evaluated individuals with neurological
or neuropsychiatric problems and works with neuropsychologists and neurologists
as might be indicated.

- A comprehensive psychiatric interview

Neuropsychiatry & Psychopharmacology
Experience
Since 1985, Dr. Krueger has worked as a psychopharmacologist and in the evaluation and treatment of indivdiuals with brain injury and/or neuropsychiatric problems. His experience in neuropsychiatry and psychopharmacology includes the following:
- Study at the Neuropsychiatry Unit of the Boston Veterans Administration Hospital
- 3 years as psychiatric consultant to a pioneering neuropsychiatric rehabilitation unit: Forest Manor in Middleborough, Massachusetts
- 2 years working on a neuropsychiatric unit at Columbia-Presbyterian Medical Center
- 3 years as a Research Psychiatrist in the Department of Biological Psychiatry at the New York State Psychiatric Institute, focusing on depression, antidepressant medication and electro-convulsive therapy
- Broad and extensive experience in inpatient and outpatient clinical psychiatry
- Maintains an active clinical practice in New York City with an expertise in psychopharmacology

Dr. Krueger offers comprehensive neuropsychiatric evaluations to judges
and to plaintiff, defense, and prosecution attorneys.
A neuropsychiatry evaluation consist of the following:
- Review of all available documents and medical records
- A comprehensive psychiatric interview
- Neuropsychological testing by a board-certified neuropsychologist
- Tests for malingering
- Functional brain imaging, if indicated

Experience
Since 1977, Dr. Krueger has held board certification in Addiction Psychiatry and has evaluated and treated individuals with substance abuse and dependence problems. He is a consultant to the New York State Office of Professional Medical Conduct and to the New Jersey Board of Medical Examiners. He follows physicians as a treatment and program monitor. Past experience includes the development of an inpatient substance abuse program at Waltham-Weston Hospital in Waltham, Massachusetts.

- Psychological and/or neuropsychological testing, if indicated. Some of this may be done by Dr. Krueger, or by a psychologist or neuropsychologist, if indicated, or Dr. Krueger may rely on testing which has already been done.
- A comprehensive report issued in a timely way to the referral source
Dr. Krueger has a very extensive background as a clinical psychiatrist
and has consulted extensively to both defense and plaintiff attorneys
on issues of psychiatric malpractice.
